UDC Commissioner Earns Outstanding Corrections Professional Award

Utah Department of Corrections Commissioner Jared Garcia has received the national Outstanding Corrections Professional Award presented by Correctional News.

Deputy Commissioner Spencer Turley accepted the honor on Commissioner Garcia’s behalf at the annual Corrections Summit (photo below).

This national recognition honors leaders who embody leadership, integrity, service, operational excellence, and a measurable commitment to safety and rehabilitative outcomes.

Building on more than two decades in public safety command, Commissioner Garcia established the IRIS Framework (Intelligence, Reentry, Intervention, Safety) as UDC’s strategic blueprint. Recognizing that 68 percent of Utah’s correctional population carries a substance use disorder diagnosis and 55 percent a mental health diagnosis, IRIS demonstrates that public safety and rehabilitation go hand-in-hand.

Operationally, The IRIS Center connects the entire agency by giving frontline officers and field agents real-time information when and where they need it. Rather than getting locked into one rigid software system, Garcia oversaw the building of an integrated network that sets a modern standard for corrections nationwide.

This shift moves the UDC team from just reacting to problems to stepping in early by giving staff the tools to see issues sooner, act faster, and change life trajectories.

Commissioner Garcia dedicated this honor directly to the certified officers, adult probation and parole agents, clinical teams, and professional support staff serving throughout Utah.
